According to the federal government, the increase in international student numbers have strained housing, healthcare, and support services. There have also been reports that so universities have increased student admissions to drive up revenue. To ensure the integrity of the international student system, the Government of Canada has implemented measures to stabilize the international student numbers.

IRCC will be capping international student permit applications for the next two years. In 2024, the number will be capped at 360,000 study permits, approximately 35% less than 2023 levels. There will be provincial and territorial caps as well, and caps in regions with unsustainable growth.
However, it is important to note that study permit renewals and permits for master’s, doctoral, and elementary and secondary education programs are not affected.
International students in curriculum licensing programs will no longer be eligible for post-graduation work permits. Master’s graduates will qualify for a 3-year work permit. Open work permits for spouses will be restricted to those of master’s and doctoral students only.
With these measures, the government hopes to support genuine students and manage growth sustainably, reducing pressures on Canadian services.
